Dalam rangka mewujudkan visi Kementerian Kelautan dan Perikanan untuk Menjadikan Indonesia Sebagai Penghasil Produk Kelautan dan Perikanan Terbesar Tahun 2015, diperlukan sumber daya manusia yang berkualitas untuk mengelola sumber daya kelautan dan perikanan secara efisien dan berkesinambungan demi kesejahteraan bangsa Indonesia. Sumber daya manusia yang handal dan professional merupakan modal dasar bagi pembangunan kelautan dan perikanan.

Mencermati visi Kementerian Kelautan dan Perikanan yang menjabarkan peningkatan target kuantitatif secara terukur; disamping itu, rincian lanjut berupa sasaran strategis Pusat Pengembangan Penyuluhan KP menjelaskan hal-hal yang harus dicapai, yaitu: Seluruh kawasan potensi perikanan menjadi kawasan MINAPOLITAN dengan usaha yang bankable. Dalam kerangka mewujudkan sasaran strategis dimaksud, maka ditetapkan dua indikator kinerja yang harus diwujudkan oleh Pusat Pengembangan Penyuluhan KP, yaitu:

1. Peningkatan persentase kelompok dengan usaha yang bankable (akses dengan bank);
2. Peningkatan persentase materi penyuluhan menjangkau kawasan minapolitan oleh penyuluh.

Pada tataran penjabaran target keberhasilan visi Kementerian Kelautan dan Perikanan, yang mencantumkan angka peningkatan produksi perikanan budidaya sebesar 353%; maka tidak ada jalan lain, kecuali menggerakkan seluruh potensi sumber daya manusia kelautan dan perikanan secara bersama melangkah dan menyatukan persepsi. Langkah terobosan yang telah dilakukan Pusat Pengembangan Penyuluhan KP selama beberapa tahun ini adalah merekrut lulusan D III atau D IV atau S1 bidang perikanan, sebagai Penyuluh Perikanan Tenaga Kontrak (PPTK). Sepanjang tahun 2009, sejumlah lulusan D IV atau S1 bidang perikanan, telah memberikan waktunya mendukung program kelautan dan perikanan sebagai PPTK dengan menandatangani kontrak kerja sebagaimana tercantum dalam surat Keputusan Kepala Pusat Pengembangan Penyuluhan BPSDMKP Nomor SK.001/BPSDMKP.4/KP.350/ 1/2009 dan Nomor SK.003/BPSDMKP.04/TU.210/I/2009; yang menyatakan bahwa seluruh PPTK yang melakukan kontrak kerja pada tahun 2009 telah berakhir masa kontraknya tanggal 31 Desember 2009.

Pada tahun 2010, Pusat Pengembangan Penyuluhan, Badan Pengembangan SDM KP membuka Penerimaan Penyuluh Perikanan Tenaga Kontrak dengan penajaman persyaratan, sehingga memberi keyakinan bahwa PPTK tahun 2010 yang memenuhi persyaratan akan menjadi dinamisator dan penggerak utama yang mampu meningkatkan Pengembangan Penyuluhan dalam mewujudkan dua indikator kinerja tersebut di atas.

Penyuluh Perikanan Tenaga Kontrak (PPTK) pada Kementerian Kelautan dan Perikanan tahun 2010 harus memenuhi persyaratan dan mengirimkan surat lamaran sesuai dengan petunjuk teknis tentang Penerimaan Penyuluh Perikanan Tenaga Kontrak (PPTK) pada Kementerian Kelautan dan Perikanan tahun 2010 (terlampir) dan paling lambat sudah diterima oleh panitia di Pusat Pengembangan Penyuluhan tanggal 6 Februari 2010 baik melalui pos ataupun email.
